It is not available to download and install Cydia for iOS 6.1.3 or iOS 6.1.4 yet. So you have to downgrade iOS 6.1.3 or iOS 6.1.4 to iOS 6.1.2 to download and install Cydia. Step guide for Redsn0w
Create a new folder as “Downgrade” on your desktop.
Click following links to download iOS 6.1.2 firmware into “Downgrade” folder.
Click these links to download Redsnow into “Downgrade” folder.
Extract the Redsnow file into same place.
Run Redsnow.exe file. Windows users want to run it as administrator. Mac users run it normal.
Use below route to go to “IPSW” option in Redsnow.
Extras — > Even more — > Restore — > IPSW
Select and open iOS 6.1.2, which you downloaded into “Downgrade” folder earlier.
Click “Yes” to update prevent baseband. Then click “OK” to restore iDevice with DFU mode.
Turn off the iDevice, after connect it. Go to “Next” to continue DFU mode.
Use following 3 steps to put into DFU mode.
Press “Power” button and keep holding for 3 seconds.
With keep holding “Power” button, press and hold “Home” button as well for another 10 seconds.
Keep holding “Home” button for another 15 seconds, with the release only “Power” button.
iDevice will exploit with limera1n.
In this step Redsnow will check blobs saved. Click on “Local” button to search for blobs on your computer.
Redsnow will prepare the system to restore new firmware
There will be a message to inform restored successfully.
Downgrade with Sn0wbreeze (Snowbreeze)

It needs following requirements to continue downgrade with Sn0wbreeze.
SHSH blobs iOS 6.1.2
iOS 6.1.2 IPSW file – click following links to download it.
Sn0wbreeze latest version – Click here to download Snowbreeze 2.9.14
This guide only for Windows users. Sn0wbreeze is available only for Windows.
Step guide for Sn0wbreeze
Extract the downloaded Sn0wbreeze zip folder. Then run Snowbreeze file as administrator.
To go forward, click on the blue arrow button, which is an available bottom of the right side.
now browse the iOS 6.1.2 firmware file, which you downloaded earlier by clicking “Browse for an IPSW”
Then, it will detect IPSW 6.1.2 file by Snowbreeze. Click on the blue arrow button again go to forward.
Now, it will ask to choose a mode. Select “iFaith Mode” from the list of modes and go head with clicking “OK”.
Then select iOS 6.1.2 SHSH blob file.
It will be started to build of custom IPSW file. It will place and save on your desktop.
Snowbreeze will ask to put your iDevice into DFU mode. To do it, follow the following instructions. This step is very important.
Step A press “Home” and “Power” buttons for nearly 10 seconds.
Step B – while releasing “Power” button keep holding “Home” button for another 10 seconds.
Step C – now your iDevice in DFU mode. See below image to identify the difference of DFU mode and Recovery mode.
Now your iDevice is safe with DFU mode. Close Snowbreeze and open iTunes.
iTune will give you a message as your iDevice in recovery mode, press and holding “Shift” key and click restore at the same time.
Now point iOS 6.1.2 IPSW file placed on your desktop. Then iTunes will restore your iDevice to iOS 6.1.2.
